Does the lottery industry prey on the poor?

Almost every thing sold (intentionally or unintentionally) targets the poor. Look at diapers. The smaller the pack the lower the overall price is, but the more you actually pay per diaper. Same with most products sold in bulk. People can’t afford to buy larger packages so they ultimately pay more per unit for the smaller ones.

I don't think so. I mean, yeah people buy lotto tickets in hopes that they won't be poor anymore, but they do give you your odds of winning. It's their choice to continue to buy them, or buy them in excess. I'm broke, and the last time I bought a lottery ticket was when it set the new record (however many months ago that was) and I spent like $4. I knew  the chances of me winning were low, so I bought a couple because "maybe I'll get lucky", but didn't break the bank over it.

Yes, there are more lotto adds in poor neighborhoods and by poor schools than in wealthy ones. This isn't really a matter of opinion

It’s deeper than that.  It preys on people who lack rationale though, understanding, and  trying to say this eloquently.... the less intelligent.  I honestly don’t know how else to say that.
So, with the less intelligent population- they will have lower incomes.  They will have more unemployment, and they will lack the ability to reason out risk vs reward.  That is my issue...... many of trademarks of a typical lottery player are trademarks of someone in poverty.  They share the population.
So it’s not like it’s “preying” on anyone like the inflation of the cost of designer handbags is “preying” on the rich.  They understand their market and the typical representation of that market.

It preys on people with low education who are disproportionately poor. 
I dunno what the odds in the stars are but in the UK you’re 7X more likely to be struck by lightening in your lifetime than to win the lottery. I can’t imagine why anyone who knew that would play

i don’t like lotteries/gambling in general. it can easily become an addiction for people with and without money and is just another way people can needlessly destroy their lives.

I think that it preys more on the poor. But also people who are unhappy or depressed. 
We just purchased a house about a week ago. The lady who lived there was a widow and a compulsive gambler. Just going through the house I have already seen piles of lottery tickets and other gambling info. From what I know this lady could have lived out the rest of her life in relative comfort if she could have controlled her gambling habit. She is now destitute and living in nursing home because her house was sold by the bank to pay her debts. It’s very sad.
