promise rings?

A couple months ago before I was 1 year with my boyfriend we talked about promise rings because I had mention how I'm not a jewelry person but some rings and earrings I can do and that I felt it would be too early if I ever got one if we only dated less than a year then one day I was looking at my old account messages through his and saw a glance of a ring and he quickly took his phone back (we still weren't a year yet) I smiled at him and he told me N kw I would have to wait till I forget what I have seen. thing is I forget things easily but with this I didn't forget... our 1 year anniversary came up we went to a little restaurant nothing big we are simple people and as we talked more about our past and what we want for our future he brought up the question if I wanted a promise ring of course I didn't hasetaite and said yes (in my mind I thought he was gonna pull it out or something) he proceeds telling me how I might get it soon when I return from my Christmas trip (I travel a lot so I tend to be away from him from a week to months) I was happy that when I came back he had picked me up from the airport and we went to eat but no ring... one day he was measuring my finger and told me he had to get the ring sized properly because he didn't want to mess anything up (my bf still does anniversary in months) we were 14 months together went on date no ring I kept bringing my hopes up because it would look like that moment he was gonna pull it out but it wasn't so I set my mind to maybe Valentine's day for a surprise but he was hurt and stayed home more so I brought him some of his favorite chocolates and feel better balloons I ignored the thought of a ring but had some friends talk about getting a ring from there SO that have been dating less than a year (not that anything is wrong with it)I'm starting to feel that him wanting me to forget caused him to forget instead. :(
