Should I be mad?

I've been with my bf for a couple of months now and we're both nursing students but he's a year ahead of me so we're both pretty busy. He also works 2 jobs usually during the night. Most of the time we both put the effort in to hang out but lately he's been busy, so I've been putting the most effort in.

He went out with his friends last night and said if he wasn't too drunk to forget to text me we could hang out after. We were texting when he got back and then he stopped responding. I stayed up all night to hang with him just to be ignored. He hasn't texted me since.

Usually he's good for apologizing for his mistakes but Idk why he hasn't at least texted me yet. Should I be mad? Or should I understand that he's busy?
