What would you do?!

I live in an apartment on the first floor (in a house). The other tenant lives upstairs. We’ve had issues for the last year with him smoking weed/cigarettes inside his apartment. We got that resolved but now he’s smoking weed right outside his front door, which is where our living room is. It comes right into our apartment and the smell is super strong, to the point where it’s nauseating. We already have a 6 year old daughter and I’m expecting another little girl in just 6 weeks. Our property manager is useless and won’t do anything about this issue. My next step would be to call the police when he does it. (We live in New York, so it’s not legal but I’m not sure what they would do). We really can’t move at the moment as we can’t afford a house right now or find a new apartment for the price we’re paying. Should I call the police next time he does it (he does it almost everyday)?! Just concerned that I’m pregnant and smelling this and will have an infant here soon.
