Safety Issue- what would you do?

If you were in a managerial position and were faced with both a serious medical emergency (an employee or visitor) and a safety issue (irate visitor or worse, possibly a visitor threatening a security guard with a weapon), what would you deal with first and why? How would you handle the other issue? Curious because we faced this recently and it was very stressful. Everyone had an opinion on what we should do.
