Diaper pee leaks?

My 3 week old baby boy seems to be peeing through his diaper a couple times a day. He is 6 lbs (born 5.5) and I use Pampers Swaddlers Newborn size and Huggies Newborn size. We’ve had leaks through both diapers. Usually the leak comes out of the top waistband or the top sides where the connectors are.. but sometimes it had come out through the leg holes. I did some reading on it and have been pushing his penis down so that it aims into the diaper instead of the waistband which helped and I’ve started making sure the seal around the legs isn’t compromised by the leg diaper material getting scrunched in there, which helped, and I thought I had the problem solved. Last night we had another leak through the waistband.. am I doing something wrong? I change him every 2-3 hours and every time I suspect poop.. so I feel like it should be holding the pee fine. 🤔 Do the Velcro need to be tighter up front? I had them tight but to where I could still get a finger easily in between belly and band. At the hospital they had the diaper on super tight so I don’t know. 🤷🏻‍♀️ I hate having to redress him every time though.
