Relationships between people

I know a couple who are somewhat far apart. They seem to love each other very much. The problem is.. she’s 16 and he’s 20, they actually have the same birthday but she was born earlier in the day so it’s technically less than 4 months. In New Jersey, there’s a romeo and Juliet law thing that says that if you are within four years of each other, not even a day over, none of that. Within four years of each other, which they are, they could technically have engaged in sexual activity when she was 13. They didn’t, but honestly it’s been bugging me because a four year difference is fine if you’re like 20 and 24 but if they’re like 16 and 20 then it looks really weird and maybe even looks like the guy is a pedo. Honestly I just want other people’s opinion on this because I don’t know what to think
