Would you call animal control?

Would you call animal control if there were constantly dogs off leash where there's a clear policy stating they should be on leash, even though you knew the owners were in the area?

My apartment complex has the policy that pets should always be on leashes. The majority of large dog owners respect that policy, it's the people who own little dogs like chihuahuas and yorkies that don't. My problem is, some of these animals are MEAN. I've been bit, growled at, etc. Multiple times just trying to check my mail, and they'll start acting like they want to attack my dog when I have him out. I'm not really worried about him getting attacked by a a chihuahua, what I'm worried about is him defending himself and getting called vicious.

I want to call animal control and ask them to just come drive around the property. I don't want any one to have their animals scooped up, though I'm sure it'll happen...I'm tired of having these people who think the rules don't apply give me dirty looks for having a well behaved dog on a leash while their little assholes are out of control.
