Potty training daughter

I’m potty training my daughter , I started when she was about 14 or 15 months , and she never caught on . She’s 18 months going on 19 months and I started back up again. She don’t know how to say potty but she knows what it is. I take all her clothes off including her pamper and point at the potty and tell her if she need to go pee pee go on potty , I also play this potty song she likes . Okay so this is how I know she needs to go , mind you I take her pamper off . She will tense up her butt and all like she’s trying to hold her pee in and she will stay still . So obviously she knows she has to go pee BUT the thing is she will not run to the potty when she feels it coming , like I said she knows because she tenses up but she won’t make any effort to run to her pot. Is there anything I can do to make her run to her pot instead of staying in one spot trying to hold it in? Cause lately when I see her tense up and hold on her pee I pick her up and run her to her pot
