Keeps saying i love you

So my boyfriend keeps saying I love you and I haven't said it back. We've been only dating for a 2 months almost 3. We had to live together under different circumstances. He talked about getting a dog. And I put in that I want a cat. And he said "Why do you want to get a animal together we've only been dating for 2 months?" And for anything else like serious he will use "we've only been dating for two months."

Does he do that because hes mad because I don't say it back?
