Potty training

So my daughter just turned 3 yesterday. I'm trying to get her to potty train. I have been trying to get her to the big girl pottie for weeks. She doesn't want to use the potty chair. I got the seat that goes on the toilet. I put her on the toilet, she started freaking out. So I took her off and I told her if she wants candy she has to use the potty like A big girl. I put training underwear on her, and she sat on the couch and peed. She won't let me know when she has to go. I'm at my wits end. What do I do?

UPDATE: She finally used it. I sat her down and made her sit on the toddler toilet seat that goes on top and she USED IT. Im so excited. I started clapping, she started clapping, she smiled. I think she is getting onto the idea
