Adoption should they tell the baby she is adopted- opinions

My uncle and his girlfriend are heroin addicts. They got pregnant (his first child, she had a few but doesn’t have custody or visitation with any). When they got pregnant everyone hoped they would get clean. They told people they weren’t using anymore, although no one really believed them. So when the baby was born she had a lot of medical issues and was addicted to heroin she was in the hospital for awhile and was immediately taken away from them and put in a foster home. They were court ordered to go to rehab and be tested to get their baby back. They claimed they wanted to get their baby back. but they never would go to rehab. They kept getting new deadlines to go to the rehab but kept not going. There deadline to start making the steps needed to get their baby back is almost over and then the child will be put up for adoption. They do want there baby very much but because they won’t stop doing drugs it doesn’t look like that is going to happen.

My other uncle (not the one addicted to heroin but his brother) wants to adopt the baby. Him and his wife both have children but not together, from other marriages from before they were together. They are both in their 40s so probably won’t be having any more children of their own.So this would be a child they can raise together. they don’t want to tell the baby she is adopted they want to raise her and have her believe they are her biological parents. So the problem here is obvious everyone in the family knows the truth (cousins, aunts, uncles, grandparents) so they want everyone to keep this secret including her actual biological father and mother who will be her aunt and uncle. ( but the biological dad and mom don’t know this plan yet so not sure how they will react to this). So what your opinions on this situation?
