Apartment Anxiety

Please bare with me for this is quite long but I need some answers to ease my anxiety

My boyfriend and I found out I was pregnant in February. And we decided that it’s definitely time that we get our own space before the baby comes in October. We’re currently living with his family and our bedroom is in the furnished basement, it’s not somewhere I would see as ideal for a newborn. I should also state that neither of us have had an apartment of own therefore we don’t have very much knowledge on what to do, but back in early May we found some apartments that were within our budget and filled out the application and submitted it. We heard back about a week or two later asking that we come in for an interview so we did and it was actually more filling out paperwork and taking copies of our documents and such the person said that he would be sending the application forward and that they would email/call us with any news. So all in all We left feeling fairly confident that we’d be able to finally have our own space. That was the end of May and we haven’t heard from them since? I called them at the one month mark from the last time we went to fill out more paperwork and they were incredibly friendly and remembered both my and my boyfriends names and said that the application was still with their compliance department and they would let us know when they know more. It’s been 2 weeks since that call and still haven’t heard anything. My question is this normal to take this long? Are they just basically jerking us around? Also what is the compliance department? Any help would be appreciated!!
