What is this?

Was going in the bathroom closet to get some laundry started and noticed something red by the water heater ? So I pulled it. And pulled it. And pulled it. It’s Velcro, says tsa and it’s kinda stretchy. I’m just really confused where this came from and what it could be. There’s 2 of them. Boyfriend works in plants so maybe it’s something from his job but what?😂 I just put it back because I don’t wanna move it if I don’t know what it is. Anyone ?? Never seen those letters before. I’d ask him but he’s at work

Update: he’s never worked in a airport or even been in one. I looked up tsa and they all have blue on so idk this is red with yellow lol.
