Omg!! 13 month old wakes up like 7 times at night!!

Any advice, what can we do?!!! Him and his twin usually sleep good but the past 3 days have been omg terrible! The thing is max sleeps good but mike wakes him up with the constant crying. We need to move out soon because oir neighbor downstairs complaints about noise, walking around the apartment and the babies playing with toys. He works the night shift and basically the boys have all the energy stored because they cant walk around only be in the playpen. Im almost due 36 weeks and i would love some sleep!!! Our situation sux!!! But any advice will be greatly apreciated!! We plan to move now in sept because is too much & i can't even clean, vacuum nothing. I know having them between the playpen and the high chairs is not cutting it!! Thanks ladies.
