Little red bumps?

She has these little spots all over her chest, I thought it was maybe a reaction to the detergent but its only her chest/belly and sometimes her back. It's been a few.weeks like this, they don't seem to bother her and they come and go throughout the day, every day. Her next appt is the 30th. But they weren't there at the last appt. Sometimes they are all day, sometimes not at all, sometimes every few hours.

Also she has this thing that looks like a watermark on her chest. It's a red outline with pale skin in the center, you can kind of see it the photo, right in the middle of her chest, but she's had it since she's been born but it's been more noticable the past 2 weeks. Any ideas? Switching detergents today but she's just been in a diaper today.
