Question about new job

My husband has been in the interview process with this company for close to a month now and was offered the job this week. Originally in the interview and on the application page of their website it said salary would be “$——-“ and he would get a $5000 signing bonus in the beginning.

Well yesterday he was sent the employee page form to sign and the salary was $10,000 less than what was told and no signing bonus was mentioned in the contract.

We have a baby on the way and with me only working part time at the moment there’s no way we could live off of that salary. Plus the job would require us to move 1000 away from where we are now so the signing bonus would take care of that expense.

He has already sent an email asking why the salary was lowered but I was just wondering, is this a normal thing that happens? It’s never happened to us before, but needless to say we are getting anxious whether or not to take this job.
