Puppp?

Is this the “pregnancy rash” because my legs and feet are swollen and I have a itchy rash on both legs and my arms itch . Usually the stomach picture is worse because I itch them . There do itchy and bumpy I can’t take it and my doctor said it’s not normal and to go to the ER ? But wouldn’t prescribe me a cream or anything.. and I’ve went to the ER 3 times already because she advised it and I sat there for hours to be told no it’s normal pregnancy stuff. So have any of you experienced this while pregnant
