My 14 year old just told me he went down on his girlfriend. Do I give the safe sex talk?

Well... I figured this day would come, but I expected it to be around junior year.. Not freshman year. My son went bowling with 12 of his friends (I don't know how it's possible to have more than 5 friends lol) and his girlfriend. His girlfriend drove him home (She's 16) and he was instantly like mom can we talk. I said yeah hold on I'm watching a movie but I got caught up with the movie so after like 25 minutes he stands in front of me and pauses the screen lol. Clearly annoyed I just blurted out WHAT. He told me that he performed oral sex on his girlfriend and that when he kept getting more erect he wanted to take it further but he stopped because he wanted to hear my opinion first. So as a mom obviously I told him I believe he's too young for a big step like actual penetrating sex. He said sorry and I told him I'm not mad with you. Something tells me that he will engage in sexual activities again though because well, teenager with raging hormones and a girlfriend who drives. I feel like I should have given him the safe sex talk but missed the mark. My friend says I should start chaperoning him. I have no clue what to do!
