How to get dog to stop jumping the fence

My dog is an 85 pound laberhound.. He is 1.5 years old and lately he has been jumping our 4 foot fence. He did it as a puppy but we got a trainer and he stopped with the "come" command. (Or if he did jump it he would come right back when we called him).. this week he has jumped 4 times and I'm so tired of it.. I used to be able to let him out back and him have some free time to lay in the sun but now I have to go out with him.. I dont want to tether him and leave him because I think dangerous.. I cant go out with him twice an hour (which is about what he wants) since I have my own work I need to do.. we tried re-teaching "come" and hes being defiant...

Do we go with an electric fence? Ideally we would buy a 6ft privacy fence but the quote we recently got was $4,200.. we dont have that laying around at the moment.. I'm willing to try almost anything now... or I'll just get him on a schedule of going out 3-4 times a day and that's it..

Yes he does get walks.. 2 miles in the morning and at night..
