Allergic reaction??

So I gave my 6mo babygirl some baby cereal last night at my moms and she was super messy so I wiped her down with the wipes my mom has and this morning she has this on her belly and one side of her neck. Is this a reaction to the wipes or to the food? I was thinking a good allergy would be all over her body or at least on her face too. She’s not fussy or crying at all she’s super happy and acting normal. Also the wipes I used were the Target Cloud Island sensitive care so I didn’t think they would give a reaction? Any help would be appreciated since I can’t just take her to the pediatrician or anywhere right now.
