My baby hates other people

How do I get my baby to like other people? Is that even possible or is that just her personality? When we are around others even my family she doesnt want anyone to hold her except me. She just turned one. She is so clingy to me and doesnt want anyone else. I just want her to be friendly, loving and outgoing the way my first born is. Do you think this is just a phase, or that this is her personality and will always be this way?
