I need help!

My boyfriend just turned 18, I’m still 16. I really don’t need to hear about your opinions on the age gap rn.

We agreed to stop doing sexual stuff but he is having a hard time with it. He still wants to sext and talk about sexual stuff which I understand the desire but am I wrong for thinking he needs to control himself some more?

He’s also African American, so I’m truly scared that if we get caught saying things that he’ll get into serious trouble.

He is taking it personally thinking it means I don’t want him, am I over reacting, or is he?
