How are these situations handled at daycares?

Question

I am just curious how most daycares would handle these situations with a 2-3 year old. Thanks for any insight you might have!
1) Toddler screaming very loudly just to make noise.
2) Toddler throwing things.
3) Toddler hitting.
4) Toddler crying and upset.

We ignore things that are simply annoying.
We stop hurtful behaviour and redirect.
We validate and support a child who is having a hard time managing big feelings.
If needed we remove a child from the situation, help them calm down and then help them solve the problem when they are ready to. This includes deep breaths, a hug or cuddle, or giving them space if they do not want to be hugged or touched. 
Time out is not allowed, in my province. I can face disciplinary action or be ordered to retake a behaviour management course. 
You biggest tools are redirection, positive reinforcement, and setting up your environment to promote positive interactions. Provide engagement, anticipate behaviour and plan ahead. Use simple language and logical consequences.

Ok timeout is not appropriate for daycares to do in my (childhood education degree holding) opinion. For the noise, most likely ignoring. Kids will not do something for toooo long if they don’t get attention for it. As soon as they’re making appropriate noises, then they would get praise like “I’m so glad you’re using an inside voice! That makes my ears so happy!” For hitting and throwing, redirection would be used. “Oh no! We keep our toys safe! Toys on the floor or in hand! Wow I love how safe you’re being with that block!” “Ouch! It hurts when you push! We use safe hands at school.” Etc. For a child who is upset, comfort would be given as much as possible: hugging, holding, cozy corner, help labeling their emotions

Lots and lots of intentional ignoring for things that aren’t a safety concern, lots of redirection for the hitting and throwing, and if needed, remove the child from the situation and/or environment if unsafe behaviors continue and the other strategies do not work.

I worked at two pre schools and with all of those instances we would try to 
1. Talk to the child
2. Redirect
3. If the first two didn't work remove the child from the situation and give them a new environment such as the front office or another classroom (not as time out- but sometimes kids just need a change of scenery and to get away from what's triggering them). 
If none of those worked, usually we would call the parents and let them know what's going on and ask for advice.

Worked at daycare for a very long time about 6 years ago. A new activity would be introduced when they would be screaming for no reason. Usually if the other kids engaged they would seem interested and stop making noise. However, after losing a bit of interest they’d go back to making the noise and that’s where we would say “if you continue you won’t be allowed to participate in this activity anymore” something along those lines. 
For the toddler throwing the items would get taken away so they couldn’t throw them anymore. Like a sippy cup or toys. They would usually get put on a chair where they could watch the teacher sing or dance to a song so they wouldn’t have anything to throw and something to distract them from throwing 
Hitting would obviously remove them from the other children but they could also hit you. I found that some toddlers just HATED apologizing but again weren’t allowed to do another activity until they said they were sorry to who ever they hit so usually they would apologize but I had some very stubborn toddlers who hated it lol 
Time out would always be a last resort and was always kind of a distraction from the current situation instead of an isolation type thing. It would also be a time to explain what was wrong instead of a “think about what you’ve done!” kind of deal.
