Weird question about the beach

I was talking to this woman she was another mom and we were at the beach then she said she needed sunscreen she asked if her son wanted to do it and she had like a size E breast in a bikini with a bunch of cleavage and she told him to put the sunscreen on her chest & breast.

I was totally disturbed walked away she had her twelve year old son putting lotion on her breast chest

Was she inappropriate? What would you guys have said or done

She didn't have a disability was drinking beer and she said "I'm too lazy to put sunscreen on myself I'm going to tell my son, she could of done her own chest he could of done her back spine area
