Baby measuring small pregnancy

So I had my first growth scan today I’m 32 weeks I was only meant to get two growth scans this pregnancy due to my bmi and the doctor said baby is measuring small and that they might have to induce me 37 weeks and hopefully no earlier and I’m going to have scans every 2 weeks now to monitor her growth more and he even said I’ll definitely be getting induced at 39 weeks which I’m disappointed about last pregnancy I got induced at 42 weeks I was hoping I’d just naturally go into labour but now they are going to want baby out as she’s too small? Which doesn’t make sense to me anyone experience this? Also I’m nervous of being induced at 37 weeks like I don’t want it to end in a c-section:(
