Need advice

I bought a paci but she refuses to take it unless she’s really hungry and I give it to her long enough to make her bottle. But sometimes I think she just wants to suck on something. She sucks on her finger and fist sometimes and when I offer a bottle she goes crazy to get it then starts crying once she taste the milk. Should I buy a different kind of paci to try? Idk what to do.
