Toddler girl and private area

My daughter is 2 years old, she’s not watched by anyone other than myself and her father. She has recently started to discover her vagina. Every once in a while in the bath tub I will catch her trying to put a toy there or soap or something like that. Like I said she is only home with me and her father. Is this normal for her age? When I catch her I tell her to stop cause she could hurt herself but I try not to make to big of deal or I feel she will want to do it more.
