It does look infected. I would get a shot glass with warm water and sea salt and soak it on your belly button a couple times a day to help heal it.

You posted about the nose you pierced also. Remove piercings and probably see a Dr for antibiotics. Judging by my first sentence you’ve probably not used correct, sterile instruments or environment and have introduced an infection into your system

Mine looked like that and I got it professionally done twice it looks perfectly fine just keep it clean and I probably wouldn’t clean it that often I had to get mine redone because I cleaned mine to much with peroxide (it’s made to close/heal wounds) and I didn’t know that so just keep it clean I had crust on mine of course it’s going to hurt and be puffy and red for awhile
