Sleep through the night

So my boy is 9 months and on formula since birth.

He had periods where he slept through the night and then periods where he was constantly hungry.

But now I just don’t know what to do. For a month he is waking multiple times a night for a bottle and I don’t even know if he is really hungry or just needing the bottle to go back to sleep.

We want to put him in his room already so I was hoping it will stop on his own.

But I also don’t want him to be hungry.

Once he has his bottle he goes back to sleep no problem (he never finishes his bottle) but if I try to soothe him with pacifier he will constantly stirr and turn around and wake himself fully.

Advice?

He eats to meals a day, usually lunch and dinner. I am working on the breakfast. In between he has his milk.
