Having a hard time..

So my daughter is currently potty training & it is my fault because I’ve been off and on with it . So today I started again & she has been for a while not wanting to wear underwear’s & I told her she has to wear them they are like her pampers only she doesn’t get to use the potty in them. & she understand the concept of peeing in her potty but still uses her pamper to use the potty . We are really struggling with pooping in her potty . When she poops in her diaper she immediately says let’s go to the potty but already used the #2. & she knows we put it down the toilet. I know when she has to go #2 but she refuses to go in her potty or the big toilet & will hold it in. & lately she’s been touching herself in her private area & her butt. I keep telling her not to touch herself but then she’ll keep doing it again. I understand she’s probably getting to know her body parts but how do I stop her from doing that?? I’m just starting to struggle . She will be 4 by the end of this year & I want her to be fully potty trained at least by July or June
