Is this cheating?

So I’ve been with this guy for about two months. We talked for a month prior to becoming “exclusive”. I’ve stayed with him on weekends at his house and we agreed that we would not flirt with others. He hasn’t asked me to be his girlfriend yet, but I thought we were already technically dating without labels.

Well, I found out that he made out with someone on a wednesday, and I had just left his house on Sunday night. Would this be considered cheating?

I know we weren’t labeled we boyfriend and girlfriend, but we agreed to be exclusive.
