Formula in different country

We moved to the Dominican Republic a few months ago and ran out of our normal formula we brought from Canada. My baby is 10 months so I picked this stage two similac up and she wouldn’t take it. I tasted it and it tastes like vanilla ice cream. Almost like the toddler formula that similac makes. The lid was intact and it’s not expired. Is this normal? All the ingredients seem good? I am still learning Spanish and google translate has been a mess with this one.
