Being strung along and it hurts..

I don’t necessarily believe in ultimatums, but I just feel like my fiancé gets to call all the shots. It seems to be either his way or no way at all, and I don’t think that’s fair. We have been engaged for 3 years. I have tried to talk to him about setting a wedding date, but he never wants to give me an answer as to why he won’t do it. He proposed to me and it was something we had talked about prior to the proposal. We have been together for a long time and also live together. Why won’t he take our relationship to the next level when he proposed to me? I actually ran an idea by him this past Summer about getting married on the beach and he said he thought it was a good idea, so I started getting information about it, and he told me I was going behind his back. He has also told me every year since we got engaged that we would get married before the end of the year and that hasn’t happened yet. Our anniversary is in November and he keeps talking about doing something and I just don’t even want to, like what’s the point.
