Do I have the right to be upset about this?

I get that being materialistic isn’t the way to go when you love someone but in the beginning of me and my husband’s relationship he told me he would eventually get me a diamond ring. We have been together for 5 years married for 2 years and I get that diamond rings (I would even settle for cubic zirconia) are expensive. But he literally promised me he would get it for me. Before this ring there was a few that were copper based and turned my skin green so I couldn’t wear it for very long😞 I get that it’s the thought that counts but now he’s talking about getting a valve steam deck portable game that costs almost $700 and I’m just really sad about it.. He doesn’t seem to understand that I’m really quite sad and irritated about it.
