Hurts when wiping 2yr old

When I change my now 2yr old she is always saying ow and doesn’t let me wipe her correctly I already took her the hospital they checked her down there and said it’s red and a bit swollen and they said just don’t let her take baths and they said give it about a week or 2 to clear up been a month and she is still saying ow and cries when I wipe her ? Has anyone had a similar situation?? I’m going to make an apt w her primary pediatrician
