4.5 year old still not potty trained

He just has no interest. If we put him on the toilet he will just sit there and cry to get off and the second we put a diaper on him he pees. Big potty, little potty, doesn’t matter. He doesn’t care if he sits in it, underwear was a joke to try. I tried the naked method and had to give up after day 3 because I was so tired of cleaning pee off our carpet. I feel like such a failure as a parent.
