Should I wait for my man to reverse his vasectomy?

I'm 41, and he's 43. We have been dating about 3 months, but known each other over 20 years, went on some dates in high school, etc. Apparently he had a vasectomy 4-5 years ago and offered to reverse it as soon as told him I want children. But, of course he says can't afford it, I'm 98% certain he really could figure it out. I'm frustrated and I'm already 41. I looked up issues with the reversal and there are a lot of problems. The sooner it gets done, the better. I really want children and was in a bad relationship before with someone manipulative and abusive. I don't know if he's stringing me along. I'd like to know I'm with someone who actually does want children, too. Maybe he is sincere, but it doesn't feel that way. What should I do?!
