I keep calling CPS but nothing is happening

So I do know CPS is extremely behind where I am. There are two swords situations that happen in 2024 where I live where two different kids died from severe child abuse and neglect. It was being reported. But nobody showed up. My son has a friend. He's 14. His friend has a 5 year old brother and their mom is garbage. She's constantly leaving them alone with no food in the house. Brings random men in and out of the house. He's been abused by both her and her recent boyfriend. He had marks on his neck from her boyfriend strangling him. She shaved his head as punishment for bad grades and he said when he was little his grandfather used to 🍇 him and his mom did nothing about it. I've reported it to CPS multiple times. This poor kid is always runny away to sleep on my couch. I've let him. All I've been able to do is kiss his moms butt to let him stay over. I'm not sure how else to help when CPS isn't helping.
