Labial fusion in 4 year olds

When LO was 3 during her yearly examination, it was noticed and told me to use oestrogen cream. But the after using it LOs vagina was fire red and she said it burned. Never used it again. Now, the pediatrician is referring us to see a specialized surgeon. However, I read this can resolve on it’s own up to 6 years old, mostly due to low oestrogen. Anyone gone through this and would surgery be the best option?
