Workplace conflict

So I had my baby aug 21st planned C-section, my work knew that. Also knew that I’d be off for at least 6 weeks!

Come the third week I ran out of pto,sick and vacation days. So I decided to take one more week off and head back to work.

Monday got a call from my workplace saying that since I took off that week and didn’t have no time to use and didn’t get paid for it that I would have to pay them back for the entire week I missed of work! Is this normal? Context I work for a school in Pennsylvania.
