Is this newborn eczema? What can i do? Baby is 5 weeks

This does not look like eczema it looks like a bad heat rash or bad baby acne call your pediatrician as if it’s heat rash or acne lotions won’t help. 
If it is eczema try aveeno gentle baby wash and lotion works for my daughter who has eczema also don’t bath them often as it can irritate it. I bathed her once a week unless needed until she was about 18months old.

That looks more baby acne. 
It’s best to leave it alone. Keep clean with a warm washcloth and dry completely. 
Avoid putting ointments on. 
If you’re breastfeeding, you can rub breast milk on it and let it air dry. Or put breast milk in their bath water.

Get a appointment scheduled with a dermatologist. Regular pediatrician don’t specialize in the skin so not much to do.
See how old he gotta be to do a allergy test than book one of those.
Clothes needs to be 100% cotton and not  tight on the skin.  Scented products will make it worse. moisturize A LOT and I mean a lot, like every two hours reapply lotion or Vaseline.
For bath products I would go with a oatmeal base products like Aveena.
After a bath don’t put clothes on him right afterwards let the moisturizer set in and also before you apply moisturizer after a bath  let his skin set for about 2 minutes than apply
