What should I do?

Should I put the father of my kid on Child Support she’s about to be 10 and he only seen her twice including last year and this year and he went completely ghost but he makes time to hang out with his friends play on video games see his niece and be there for his girlfriend that he was with for eight years and I don’t ask this man for nothing but to try and be in his daughter life, but I think my daughter is over it because she stopped bringing him up so should I put him on child support so she could at least get something from him or no?
