should I end this situationship?

so me and this guy have been talking for over 9+ months on and off. he even said he wants something serious but wants to formally ask in person bc we are long distance and wanted ideas from me on what do to on our first date . He even mentioned growing a family with me, flying down here, without hesitation he said he wants to look into universities so he can be closer to me. But at points I just don’t understand him bc he can go a month or even more time without texting me. At this point I feel like he is just playing with me bc he won’t show his affection anymore he’s more distant. Like today he reached out after a month his excuse was “looking into universities” other times it’s “work” “school”
