Dont understand :(

I've been talking to this guy for almost a yr. I'm always asking him to hang out w.me & he never has time lol.. so i asked him when we are gonna hang out and he said its up to me? Wtf? All i been doing is askin'. So i was like if u wanna chill w. Me then u would.. and after i said that he completely stopped talkin to me. Like wow wth did i do so wrong? I wasnt being naggy or annoying, i said one thing and now this.
