HELP PLEASE

So I was suppose to start my period but that didn't happen.. I had sex a few weeks ago but he didn't do it in me but it dripped down onto it. I have very sore breasts and I've had light cramps on and off for a couple of weeks but nothing else. I took a test yesterday and it was negative. So, could it be just Pms symptoms? Please comment!
