Argument with Father

So at my Father's house (my parents are not together) I am not allowed to wear leggings unless my shirt covers my bum. At my Mother's, she could care less. The leggings are not see through, I do not wear them to flaunt my butt (I don't even have one) and I never sexualize my body.  Now it is important to know I am NOT wearing any "inappropriate" clothes out (booty shorts, things that show lots of skin) I don't even wear crop tops or tank tops. I walked out of my room in leggings with a shirt that flowed WAY passed my bum, almost halfway down to my kneecaps. My Father told me to change. This went up into an argument, where I told him that if someone is trying to sexualize 13 year old girls, I'm not the problem, they are. What do you think? Should I cover up or does it matter?
