Can/should sending pictures of babies or toddlers nude be considered child pornography? Does that change if they are elementary school age? How about middle school/high school? My thinking is that people can get off to anything, so why is it ok or accepted for babies especially to have pictures taken of them nude?

Is it still considered wrong if they are partially undressed/in undergarments?
