Why isn't he putting a label on us yet?

So I met this guy at work we would never really talk at work but after I quit in September we've been talking non stop and hang out whenever we can which is probably like 2-3 times a week and i always sleep over at his house and we're always cuddling lol. We've gone on 2 dates recently to the movies, I'm a virgin so we haven't had sex but have given him oral, we haven't kissed yet either. He tried to on our last date but I was so shy and refused to. But I want to know why hasnt he asked me to be his gf yet? Do guys even ask or does it just happen? I've met his parents and he always wants me to meet his family, its confusing....he is older than I am, I'm 21 and hes 28...hed also always calling me boo or babe or baby...last time he said Im his but that he just doesnt want to put any labels on it yet? Girls im kinda slow so please help me out! Lol ive never dated or been in a relationship so I'm clueless about these things
