What to do

So my son is 10,5 months old and he is throwing tantrum (I guess).So he want our phones to play with (yes unfortunately this is our mistake because we use phones so much due to FaceTiming his dad-truck driver,his grandparents,my niece,my mom on other continent) my husband will give him his phone I will say no or he will take it from the table.So every time when I say “No” and I become serious and I mean it he starts crying and want to throw him self back.Tonight he took my arm and bite me I said no stop he started crying and taking my arm again so I said stop again and he is still crying.Idk is this normal or am I bad parent. Every time I say no he will cry
